Communication outside the caucus

Caucuses are closed communication groups; an entity that is not a caucus member cannot communicate with the caucus using the caucus interface. Instead, outside entities need to use another communications channel--such as Message Streams--to communicate directly with one of the caucus members. The caucus member that receives this message can then use the caucus interface to send a message to the caucus on behalf of the outside entity.
