group handles
TInheritableGroupHandle adds to TGroupHandle implementation to support a hierarchy of shared internal attribute groups. This class differs from TAttributeGroupHandle in that it instantiates an internal attribute group of class TInternalInheritableGroup in its constructors instead of TInternalAttributeGroup.
This class is not synchronized, so it is not multithread safe. It can be declared static.
