Creates a number formatter that uses the specified numbering system. The formatter created by this constructor has the other characteristics of the default Hebrew number formatter.
Default constructor. Creates a formatter that handles the range of numbers from 0 to 1,000,000 and uses the standard Hebrew numbering system.

Calling Context:

Call directly to instantiate a formatter that uses a different numbering system than the default.
