The handset handle represents the physical telephone device (such as the telephone set sitting on your desk), not the telephone line (that you connect to through the phone jack in the wall). The primary use of the handset handle is to determine whether the handset is on-hook or off-hook. If the hook status of the line is sufficient and you do not need to monitor the hook status of the physical telephone device separately, you do not need to use a handset handle.
NOTE
Depending on the hardware, it is not always possible to monitor the hook status of a telephone handset separately from the line. If you cannot monitor the hook status of a device, you do not need a handset handle.
